How to disable webm?

How would I go about disabling video/webm content in Opera12, or any browser? It's starting to get abused like flash in ever so annoying ways. IE the paypal website.

opera:config#Multimedia|AllowAutoplay Stops it from playing, but not loading.

Hmm, that video doesn't play here. In fact i don't even see it but may be because of local paypal redirecting.

Paypal must think they're netflix. Probably need to negotiate peering rates just to deliver their 250MB landing page.
