Goto the URL opera://password-manager/settings. You'll see both an import and an export (if you have any passwords saved) option there.

Yes, many password managers and browsers support importing passwords from a CSV file. Just look for the import option in settings, select your CSV file, and follow the prompts. Make sure to keep the CSV file secure!..
