Cannot Upgrade from 108 to 109

Opera identifies that there is a newer version available, but when I click on relaunch or quit Opera and restart it, it fails to update. I have Win11.

Same problem on win 10. Opera is installed for all users. using the installer didn't change the update behaviour. i tried it when running opera as unpriviledged but also as priviledged user.
