The text and theme are bugged?

So i have this weird bug ( think it is a bug) where everything is... i do not know how to say it:/
just look:

it was not like that, i do not know what did i do, i tried changing theme, restarting the pc, turning black mode....

@at-ayoub Make sure that all mods and extensions are turned off.
