Did you mean reset/reinstall Windows instead of restart? The latter won't affect your bookmarks.
You can goto the URL
opera://bookmarks
and use the drop-down at the bottom left to export your bookmarks to an HTML file. You can then copy that HTML file to a USB stick for example so you have it.Then, if you ever need to, you can goto the URL
opera://settings/importData
, choose "Bookmarks HTML file" in the drop-down and point it to the HTML file on the USB stick to import your bookmarks. You can then goto the URLopera://bookmarks
and move those imported bookmarks from the bookmarks bar to where you want them. -

There are still several possible ideas of which you're trying to convey just one: 'restart' the computer (and Windows); do a repair reinstall of Windows, followed by a restart; do a complete reinstall of windows, followed by a restart; or upgrade to a later version of Windows, followed by a restart. Which do you mean?

Briefly speaking ..! I have an account in Opera, I thought that this was enough for my bookmarks to be saved.... but now I reinstalled Windows entirely and still no bookmarks!!!!!!

@angryghost Did you turn on synchronization before reinstalling Windows? Did you give it time to synchronize?
