bookmarks and passwords from laptop are not synced with phone

Good afternoon
I have 2 phones and a laptop.
I use opera with synchronization everywhere.
but for a whole year or more now, bookmarks and passwords have been transferred from the phone to the laptop, and not vice versa.
how to make sure that the laptop is the main device, and all bookmarks and passwords are copied from it, and not from the phone????
I try to log out from all device, then first log in on laptop, second - phone, but even in this case, old bookmarks from the phone were loaded onto the laptop, and those new bookmarks that were on the laptop simply disappeared -
