      While trying to install Opera 20, I get an error:

      "launcher.exe - Unable to Locate Component

      This application has failed to start because WindowsCodec.dll was not found. Re-installing the application may fix this problem."

      Is this because the "windowscodec.dll" file is missing or is this because I'm trying to install on a work PC and has admin restrictions or both? If that is the case, how am I able to install Chrome and not Opera?

      Is there a work-around to install Opera 20?

        What's the operating system? From what I know you'll need at least Windows XP SP3.

        If the issue is the lack of admin restrictions there's an option in the installer to install to the current user only or standalone to a chosen folder.

          The OS is: Windows XP SP2.

          Do you think because its not SP3, I can't install Opera 20?

          I'm unable to change any options in the installer as the above error message appears when I click the setup.exe file which I downloaded from the Opera website.

            Yes, it should be corrected by SP3. I've read somewhere in forums that it's because SP3 is missing.

              I am using Windows7 SP2 and I am unable to install opera 20 or any other previous version due to this message - 'The application was unable to start correctly (0xc00000a5). Click to close the application'. I have been using opera for years and loaded the new versions as they came along, but since trying to download 20, it has all gone wrong. I cannot find out what 0xc00000a5 is.

                Yes, it should be corrected by SP3. I've read somewhere in forums that it's because SP3 is missing.

                But, the system requirements on the website (http://www.opera.com/download/requirements/) do not mention anything about SP3...

                  Yes, but the truth is you'll need at least XP SP3.

                    I see.

                    I was able to install the latest version of Chrome without SP3, but not Opera 20 which uses Chromium engine...wonder why?

                      Me too... But well that shows how different they are despite Opera being based on the Chromium framework now. Opera is Opera and Chrome is Chrome. One of the major differences is that Opera doesn't use the Chromium's UI layer, using their own, so maybe it's Opera's UI layer that has more dependencies on modern systems (it looks more native in Windows Vista and up).

                          Hmmm... and in just a couple of short weeks, XP SP3 will become defined by Microsoft as "stone age" as well, as MS's XP support shuts down. I suspect your IT department will soon have more on their hands than just an Opera compatibility issue.

                            I think the original user's problem is deeper than which service pack they're using. I have the same error when trying to install 21 via the full download from the Opera Next site. I get an error with launcher_lib.dll when it tries to auto-update, which it does at least once per session now that a new release is out. It's very frustrating and I'm on SP3 to boot.

                                Absolutely...LOL...

                                I informed the IT guy about SP3 installation, he said he'll do it...but wants me to give him a "reason" why I need that on my PC.

                                Now, I can't tell him I need SP3 because of Opera... I don't know what I should tell him to "convince" him to install SP3.

                                        Either way, the installer is failing for us. I downloaded the full install package and launcher.exe fails, so I still think they're related somehow.

                                          It is possible just to install something else that contains that missing library, but the programs listed before which do that are probably as hard as SP3 to obtain ...

                                            Are you sure it's Windows 7 SP2? As of now there is only one service pack for 7.
