Red Highlighting/ boxes all over sites

This is an extremely annoying issue that popped up today. I'm getting these red highlight borders in several different sites.

I do not remember intentionally changing any developer option, I have no idea what might have caused this.

According to the update function I am "LVL 5 (core: 100.0.4815.82)", the latest at the time.

@pleasefix can't sure if its same or same thing what can cause that, i found probably same issue who used chrome but is there any chance you use this? -> Quick Heal Internet Security or something similar some other antivirus there can be some secret settings what can cause that. not sure if you enabled some thing on opera://flags site so check these.

@makezu I do not have such a security problem, but after turning my computer off for the night and turning it on this morning, the bars have gone away
