Advanced sync not syncing speed dial

Followed all the steps, signed in, chose customized sync to bring over everything but my passwords (I want to bring over my passwords, but I can't remember my passphrase, and the way the reset message reads, it makes it sound like I'll lose all of my passwords if I reset it). But I still have a shiny new speed dial. Any idea how to sync speed dial or is this just one of those things that works for some people and not for others? This happened the last time I set up a new computer about 7 months ago and I was hoping I wouldn't have to deal with it again. Any ideas on where to even begin? Done all the reboots and updates. Using Microsoft Surface Book 3 on Windows 11 Enterprise.

@davemontore So now I try to reset my passphrase and all it does is bring me to a YouTube video and tell me to sign in. The video doesn't say a damn thing about resetting my passphrase. It's blowing me away how counterintuitive this process is. What am I missing?

@davemontore To reset your passphrase, go to https://www.sync.opera.com/ and click on Reset Passphrase.
Then go to opera://settings/syncSetup and change the passphrase or disable it.

@davemontore If you have set up a passphrase, all your synced data is encrypted and Opera will only be able to use it after you provide the passphrase.
To reset the passphrase, all your synced data needs to be removed feom the sync servers.
