New Windows Keep Minimizing

Whenever I open a new window, either through Ctrl + N, incognito mode, or by clicking a link, the new window will keep minimizing and showing up again over and over again for a few moments, but it's very annoying.

@lemarcci Doesn't seem to be happening here. Maybe an extension is causing the issue?

@leocg Unfortunately, it doesn't seem like it. Disabled all of them and it keeps occurring. Sometimes they also keep switching back when I Alt+Tab.
