I have the save version of Opera and the same thing happening. Going to Settings page (or any children pages) shows only a blank page. I've tried to both restart the browser and restart my PC but nothing changes. This is new behavior since probably a few days, maybe a week (I don't remember exactly how long ago I opened the Settings page but it's about that long ago).

@thatlukeguy Did you goto the URL opera://flags/#vpn-pro, enable the flag, and restart Opera as suggested above?
