Can't add sites to Speed Dial

Can't add anything to speed dial. All it has are suggestions & news at bottom. No + button for adding. If try to add suggested sites nothing happens. Can't add open tabs to speed dial as folder.

@bef It seems that you've disabled Speed Dial, enable it again in settings.

@leocg speed dial is not disabled. still only suggestions & news. no + button and can't add.
