Opera for Windows Is Slow Topic

I am sorry for not following your protocol for posting to this forum. I should have looked for similar posts, but I need to get to the bottom of this issue.
I have been running Opera for quite some years. All seemed to be going well, until it started slowing down and taking too long to load pages. I thought it may have been the whole PC, but when I used another browser , it did not lag or take so long to load. I want to do one of two things.- try to reload or re-install Opera with a fresh install, or
- go to another browser and import my saved bookmarks or speed dials from Opera.
The main problem is that I have about 270+ speed dial tiles that I have tried to export either to the other browser, or save somewhere while deleting all of the Opera application so I can do a fresh install. It seems so convoluted, trying to located and export, or located and save the files somewhere else.
One of my questions is, what is the difference between a bookmark and a speed dial? Are they the same?
I really liked the convenience of the speed dial tiles on the home page, but if the various web sites are slow in loading, I need to do something about that. I am on Opera build 85 right now. If anyone can give me some direction, I would appreciate it so much.

@leocg I built my current PC sometime in 2015. I don't know why, but I believe Windows designated a virtual name for it. It is DESKTOP-866G***. That is not the problem. I have been running Opera browser as my main browser. When I checked my bookmarks in the Opera settings, it shows the DESKTOP-866***, but also shows another PC virtual name as DESKTOP-H466***. The confusing thing is that most of all of my bookmarks and speed dial tiles, are in this H466*** tree in Opera settings. Did Windows create this other designation, or did Opera? If I search in file explorer for Desktop 866***, I get some files designated as program files, but when I search for the other name (H466) I get nothing. Is there a reasonable explanation for this? Did Opera create this designation to house those bookmarks/speed dials? I don't know either. The problem I am having is that I don't want to lose all of those bookmarks if and when I decide to switch to another browser (Edge, or Firefox). I have already tried to export or import them, but Opera does not play well with the other browsers. Any suggestions? Yes, I have tried to follow the instructions given, but they are so confusing that it makes me sleepy and want to give up.

@leocg I've noticed a very sudden and dramatic decline in performance since Opera's latest update. Just today, my computer was at 100% CPU usage with most of that going to Opera, when I had one single tab open: my Gmail inbox.
This is an extreme example, but in general, since the latest update, I've noticed Opera generally takes up much more memory than before, and causes an overall lag on the system that goes away immediately as soon as I close Opera.

@leocg I do see the list of speed dial/bookmarks in the bookmark section of the side toolbar in Opera. I just want to find the file in File explorer so I can copy it, in case I have to re-install Opera. I did see a file named bookmarks in
C:\ Users\XXX\AppData\Roaming\Opera Software\Opera Stable. I made a copy of this, just in case. -

New here, sorry if I'm in the wrong section. Uh, that's the gist of it. It takes 5 seconds for a YT video to play ( not load, play), switching tabs takes an eternity, like, I stopped counting. Fiddling with the CPU & GPU settings doesn't help. Today (when the problems begun) It felt as tough I was using IE back in 2012
