A very strange problem. Opera does not remember the position of its window's bottom border when the border is below a certain position, approximately 0.5 centimeter from the bottom edge of the monitor. After reopening, the bottom edge of the window returns to the same position(Image 01). If you set the size so that the lower limit is higher than this value, the opera remembers the position and opens in this position after closing(Image 03). If, after setting the window position, you expand the program to full screen and close it, then after re-opening it runs in full screen, and when minimized to windowed mode, the position of the lower border corresponds to the configured one(Image 02). However, it is worth closing the program again when it is in windowed mode and it resets the position of the lower border again(Image 01).

I suggest report this issue directly to Opera (Opera menu, Help, Report an issue...) - developers may not visit forums here so often.
Do not expect any feedback - but be assured that reported bugs will be processed by dev team.
