Opera 18 No Config Button?

SO Ive been using opera on various devices with much success, but am having a bit of strife on opera 18. All I want to do is use a custom back ground picture (not a theme) and cannot find the fabled configure wrench in the top right hand corner of the screan

Yes, I am asking all of you, how in the world do I change the background image on the speed dial on opera 18?

Afaik, you can't. From 19+ you will have the option to use any image as a "background"/"theme".

Themes in Opera 18+.

You can create your own theme with your choice of background pictures and font colour. A theme created in this way can have different pictures for speed dial and settings pages.

In Opera 19+ its' a bit easier to create a simple theme from a single picture with Drag and Drop.
