Missing experimental flag to Allow invalid certificates for resources loaded from localhost.

The "Allow invalid certificates for resources loaded from localhost." seems to be missing. Is that deliberate? Most other Chromium-based browsers have it.

@olivier127 Yes, flags are removed once the experiment has ended.

By the way, Chrome doesn't have such flag here.
