Saved passwords lost

I logged into windows (@hotmail) on my computer in the current user. Passwords and their list on all sites where passwords are registered have disappeared. All my other settings are working. On my second browser, I have all my passwords and settings. Only in the first browser my passwords disappeared.

Similarly, my saved passwords are lost after the format.

What should I do so that passwords are not lost in format and similar account movements?

Please don't make suggestions like opera sync and keeppass.

Operating System: Win10
Browser: Opera Portable 78.0.4093.147

@ckiyici The only ways to keep your saved passwords after a disk format is to use Sync or to export the saved passwords before formatting the disk.
