Not getting Notifications from a specific site

Even though the notifications are on, Im not getting desktop notifications from the Instagram site while it works totally good for Whatsapp and others .Someone upto help..?

Enabled notifications work until the browser (Portable Desktop Opera\Opera GX) restarts. Then they disappear forever. They are marked as enabled but never work again.
This is an old bug, but it does not seem devs really care about it.

@ruffed i did this method but this is also not working any other method to get notification from specific site
