Is it normal for the browser to ask for permission to make changes to the computer?

I use the Opera GX browser and sometimes, suddenly, it asks for permission to make changes to my computer. I once accepted it, but I was told it was a virus. I'm confused because I'm sure the permission was for the browser. Can someone help me?

@questionadora The browser itself should never ask to make changes on your computer. The installer could (you know, to install the browser) if you selected an option which requires it.

@questionadora It would be easier to figure out if we could see a screenshot of the dialog asking for the permission and the context of its appearance.
