I have internet connection on my laptop also ı can search smt from chrome but ı cant use opera , app says there is no internet connection.How can ı fix it ?

Firewall (or antivirus)? Badly installed opera?

1. (Yes, first of all.) Check the firewall. Or check another security programs.
2. Uninstall and then reinstall Opera.

Settings > Type "VPN" on search > Disable "Free Avira Phantom VPN – Unblock Websites". Worked for me.
