Is my activity visible to my internet provider when using the included VPN?

Only that you are using Opera's VPN, not where that is connecting to or what you are doing there. Note that there is an additional setting to bypass the VPN for search engines (if you don't want Google giving you results relevant to Ukraine) and if that is enabled your ISP will be able to see your search queries and results.
