Whatsapp and Telegram time is 1 hour ahead of PC time

Hello! I use windows 7 pro 64 bits, portuguese brazilian, UTC-3:00. This year there was no Daylight Saving Time (DST), so MS issued a hotfix

The PC time is OK and there was no DST adjust, but IN OPERA, both Whatsapp and Telegram are 1 hour ahead, and this is shown each post. Therefore, posts on Whatsapp and Telegram made in the OPERA browser are 1 hour ahead of the windows clock. The strange thing is, if I use Firefox (v70) with Whatsapp and Telegram extensions, IN FIREFOX there's no time difference. This only happens with OPERA browser. Any ideas? Thanks in advance!

@andresesteban I've just sent a message to test and the time was correct. Windows 10 here.
Phone time is correct?
