I'd like to program my mouse (button 4) to do this but can't find a command to enter. Ctl-left click works but no way to enter it as keystrokes.

Ctrl Middle Click will also do it.

Thanks for the comment but, as I said, I need a keyboard command to set up the mouse. Logitech Setpoint has no method of inputting mouse clicks as commands.

Try Ctrl + Shift + Enter

Nope - opens in same tab (either keyboard or mouse).

Addendum: After updating Win 10 and rebooting, Shift+Ctrl+Enter works! Thanks for your help.
