Turbo-mode ... is nowhere to find, impossible to turn on. Why?

Right now I'm using my brothers Windows 7 computer, but I had the same problem at my Windows 10-laptop that I get back when he comes back from his holiday, so it's not tied to me using Windows 7. I have VPN on, but before, on my computer that I used before this one, I had turbo-mode activated while still having VPN-enabled - VPN just turned off as I turned Turbo-mode on. Is the Turbo-mode gone and/or have I misinterpreted something or what is the problem?

Here is my advanced settings, from where "browser"-part starts and down to the bottom:

I just copypasted it here directly from print screen (I pressed F11 to not need to zoom out as much as I did when using not full window) so I'm not sure if the picture is good enough - I'll check that as soon as I post and then, if needed, upload it in another way.

Why is there no Turbo mode? Is it simply removed from Opera and I've missed this?
