        Check https://www.youtube.com/html5 to see if everything is lit up for support.

        Also, check https://bitmovin.com/demos/drm to see what's supported for MSE and EME.

        That will tell you if support is actually missing or if it's something else.

        Unlike Chrome, Opera relies on Windows to play back proprietary codecs. This means that your Windows has to support the codecs or they won't work in Opera. For Server 2016, I'm not sure how that works, but you might have to install some Windows Server Essentials Media Pack to get things to work in Opera. I just don't know if there's a media pack available for Server 2016 like there is for 2012. Or, 2016 might have things already installed where you just need to enable the services. Not sure. Searching Google might help with that.

                Goto https://bitmovin.com/demos/drm, scroll down past the videos till you see the MSE and EME results, take a screenshot of that and post it here.

                    Okay. I see there's lack of basic h.264 support and lack of Widevine (DRM) support.. Not sure if the latter is needed in this particular case, but maybe. The lack of h.264 support is probably the main issue.

                    Can you explain more what I'm seeing here in this video? I see that the video plays in Opera fine in the one VPS instance and not the other. With the one instance that it does play, it's labeled as Win 10. The other instance, hetcher, it doesn't play. What's different about hetcher? Anything?

                    On the VPS where Opera plays the videos just fine, can you show screenshots for https://www.youtube.com/html5 and https://bitmovin.com/demos/drm ? Just want to see what it reports there.

                      @burnout426 I have two servers vps but different companies :
                      -1 company vultr used windows 10 (win10) this vps the video plays in opera fine and good.
                      -2 company hetzner used windows server 2016 this vps the video plays not working.

                        Okay. Thanks for the clarification.

                        Now that we've double-checked everything, I guess we need to search if there's a way to enable h.264 decoding support for Windows Server 2016. Then of course, we have to see if that's something you have permissions to install on your instance.

                          I see an old question at https://serverfault.com/questions/830311/windows-server-2016-h-264-decoder that describes your issue pretty much (although with Firefox and instead of Opera). No solutions were given there though.

                            Searching around, it looks like you need to install/setup the Desktop Experience package for Server 2016 to get h.264 support. I'm not sure if you're able to do that with your instance of 2016, but here are a few links about it:
