What's the difference about "Video Over Game" and "Video Popout"?

I don’t know this feature "Video Over Game". This feature and Video popout are not same isn’t it? What is the difference about this feature and Video Popout?

Video Over Game will let you easily pop out Youtube, Twitch etc. video while you're in a game. While you could already do that using video pop out, it's not as convenient as we want it to be.
