How to Stop Opera(Android) from adding new promoted bookmarks and speed dials to Start Page

Not possible as far as I know.

Yes, you can turn it off. Go to Settings > Start Page > Turn off "Show Speed Dial suggestions." Hope that helps.

Opera for Android doesn't have such option. It doesn't even have speed dial suggestions.
