From time to time, windows or opera hangs. After reboot, the opera does not restore pages that were open. How to change it?

By finding the cause of the hang and fixing it?
By default Opera should open with the same tabs that were left opened in the last session. However, when there's a hang or crash, Opera may not be able to write down that info and, therefore, it opens with no previous tabs.

By default my opera open speedial page on startup.
Long time ago opera knew it wasn't closed properly and after restart it asked if previous pages should be restored. So, what know? -

Agreed. It's one of the features that I miss from Chrome.
Until Opera adds an automatic crash recover feature, you can try installing the V& Sessions extension and enabling auto-sessions. You can usually use auto-sessions to restore your tabs after a crash.
