unable to install opera developer browser on my computer

hi guys, i've been trying to install opera developer on my computer several times and it's not installing at all, i'v tried to install it in offline and as administrator but it's not working at all. And I have no problem installing any different program. ( if it helps i have dell xps 13 with touch screen with windows 10). please help me with this.
