Always On Top Setting?

For some reason, when my Opera session is in Full Screen mode I cannot switch to any other running program. It does not make a difference if I try with Alt-Tab or by selecting one of the icons on the taskbar; Opera stays as the visible window. I have looked in settings for an Always On Top setting and I cannot find one.

Then does anyone have any idea why I cannot switch out of Opera except by minimizing it?

Don't know. Maybe some system setting?
