Opera ignores selected default download location in favor of last selected

I wish all my downloads to be to the standard windows download location. But regardless of the download settings and whether or not the "select location" box is checked, it still gives me a location dialog box and defaults to the defaults to the last location. The behaviour of opera is "choose location" and "default to last chosen location" regardless of its download settings. In particular, the checkbox is totally ignored. I keep expecting my downloads to go into the downloads folder and they end up somewhere else. At least make the settings match the program behaviour rather than just deciding to just ignore it. Or at least have the selected download location reset to the chosen default each time.

@bjbrogan As already discussed and explained before, when a executable file is being downloaded, you will always get a download dialog no matter if you have the option to 'ask where to save the download' checked or not.
That said, in all browsers that I've checked here (Opera, Chrome and Firefox) the behavior is the same: The last used folder will be remembered and will be the selected one when the download dialog appears.

I think that at least Firefox remembers the download location by domain. That is, if you downloaded a file from domain a.us into directory /a/b/c/ and then one from domain a.eu into directory /e/f/g/, the next download from domain a.us defaults to directory /a/b/c/, not /e/f/g/.
