Put Turbo control back into settings

My Opera Start up has been showing a white screen for over 30 seconds, which I traced down to Turbo mode being turned on by default, and not having a setting to turn it off.
Now I have turned it off using the command "opera://settings/?search=turbo" my opening is almost instant.
I am working on a 7Mbps line, so I don't understand why it should be so slow.
So please can you make the turbo setting viable again, so people like me can turn it off if it is causing problems?

@stephencadams Turbo is not turned on by default and you can still turn it on and off in settings. Enabling advanced settings may be necessary.
