Ctrl + shift + n to load a private window. Does it work there at least? If so, I'm assume an issue with one of your extensions or you need to clear your google.com cookies. Or, are you using Opera's VPN or Opera Turbo?

I cleared all my cookies, not using VPN or Opera Turbo. I'll try my extensions and see.

Download the latest stable build, launch the installer, click "options", set "install path" to a folder on your desktop, set "install for" to standalone installation and install. Test in that Opera.

@dan50 I'd looked into something outside of Opera causing the issue then.
Go to "Internet Options" in Windows, switch to the "Connections" tab and click "LAN Settings". Unless you know you're supposed to be using a proxy, make sure "use proxy server" is unchecked. Also, uncheck "Automatically detect settings".
In the control panel, goto "Network and Internet\Network and Sharing Center" and click "change adapter settings". Right-click on the icon for the connection you're currently using and click "properties". For both IPV4 and IPV6, click "properties" and make sure "obtain automatically" is selected for both the IP address and DNS (unless of course you know they should be something else).
Use Notepad to open "C:\Windows\System32\drivers\etc\HOSTS" and make sure everything is commented out with '#' at the beginning of a line or only
127.0.0.1 localhost
is uncommented (unless you know something else is supposed to be in there.I'd check the system with Malwarebytes free and ADWCleaner too.
I'd also test to see if anything with your anti-virus is interfering with Opera like some type of web shield feature or something.
But, it could just be like nvmjustagirl is suggested where it's on Google's end. It only affect certain google accounts too. You could always create a test/dummy google account to test that.
