Tabs Can No Longer Be Changed Nor closed!

As if running up to as much as 9.5GBs of RAM wasn't enough, now the tabs no longer show the X to close them, nor does clicking on any behind it open them! I've never seen this buggy behavior before, in any browser, and have no idea what I can do about it. Of course, I'll reboot, and see if that clears it up. But then Opera has been taking forever to close itself, often requiring a force-quit, just to get it to close.....

You may need to "Clean browsing data" - History and Cache - from Opera settings.
Check out the History before cleaning if you need any past url.

@zalex108 Thanks, but I do that constantly, as well a clean up the memory, since Opera just sucks it up, going from 4GB up to as much as 9.5GBs within an hour, sometimes even a half an hour. And I may be streaming one video or TV show, other times none at all, but it just uses up as much memory as it can.
The tab closing issue fixed itself via force-quitting, then re-opening, or when I rebooted the whole computer. But Opera just doesn't want to shut down, or open. I often have to open it, wait five minutes, only to see 3 windows open, and 20 say "not enough memory", then force quit it, try it again. And usually it will open on the second attempt, sometimes it takes three times!

Well,
- Sometime ago there were VPN problems - an excessive used ram -, so your installation may be affected on that and even after the updates is not fixed.
Solution?
Make a profile back up, uninstall Opera and reinstall it again, - note to use O48 version since O49 seems to have some FlashPlayer problems -.Despite you'll use your own VPN it will fix the problem, and if ocasionally you need to use the Opera VPN, it will work as it should.

At the other hand, depending on your start tabs needings, you can:
- Disconnect from the net.
- Open Opera - will not load any tab content -.
- "Optional" Run your Ram cleaning soft.
- Connect to the net again.
What will this do?
It will load each tab just when you click on it.Leaving the other tabs unloaded you will save lots of memory, but depending on your browsing needings this would be useful or not.

@zalex108 Now, that last option sounded very intriguing, as I think it's crazy for a browser to open every tab at start-up, I don't need any of the ones open, until I need them. But I'm not sure I understand what to do at the "Optional" step, you mean open Opera (not connected), then once it opens, clean the memory,? But by optional, do you mean, even if I didn't do that, the tabs wouldn't open until I want them to?
How often would I have to do this, or does doing it once, flip the default to not opening each one, every time I open Opera? And how did you discover this method? I've complained many times about why they insist on opening every tab, Chrome does that, too. Yet no one's ever suggested a workaround.

Yes, just test it.
Some amount of data is loaded, like extensions, so the optional cleaning will wipe that "unused" Ram too.
Test both options and choose. How often would I have to do this, or does doing it once, flip the default to not opening each one, every time I open Opera?
Every time you open Opera with "in between session" tabs or bookmarks folders too.

And how did you discover this method?
Once upon a time...
There was a Flag /Experiment called "#extended-lazy-session-loading" to enable one by one tab loading behaviour...
Then, in an "update", they took it out...
One day, there was a router connection failure and then happened that behaviour, but didn't thought it until @Blackbird71 told "the secret" in a thread.
Since then, I always switch off - and I can run many things at once -.
xD

Now you can tell the secret too.
