Opera doesn't Sync inspite of being signed in.

This happened after the "Temporary Server error. Can't sign in" error was solved. So I am able to login to my opera account on my android, but the browser doesn't sync anything at all. Upon tapping the "Speed dials on other devices" tile (Grey with cloud & circular arrows inside it), it says I have no speed dials on other devices. But I have 137 bookmarks on my Windows (10) Opera, which syncs perfectly with Opera on another Windows 10 machine.
Also, on Opera for Windows > Bookmarks (Heart icon) > Other Speed dials, my android device is not listed.Also, tabs & history are not synced & are not visible on Opera for Windows. But strangely, logging in to my opera account on the opera website & going to their sync service page, under devices it shows my phone along with my other 2 Windows devices.
I use my own encrypted passphrase for Sync. Could that be the issue for not syncing on Opera for Android?Details:

PC: OS: Windows 10 Pro (Build 1703, OS build v15063.540), 64-bit.

Same problem here, been going on for some time.
I was using opera developer on win10 where there is the same syncing problems
Had to install the regular version of opera to be able to sync from my pc
Luckily there is a way to manualy export/import bookmarks and passwords (after flagging opera://flags#password-import-export) in the windows version so we can manually sync (which personally I way prefer above "cloud syncing")
I would like to know if there is a manual way to import bookmarks/passwords in the android app.

Sync from desktop to Android has always been sort of iffy. I managed to get this 2-in-1 to sync last month, but I don't think the previous tablet ever did.
If you're signed in, browse around a while. It seems to take a while - like maybe 10 minutes while Opera is running.
