I can't drag a url to a folder or desktop

Hello.
To the left of the address bar, there is a little icon a little world or padlock, as correspond to the security of the page visited. Normally, from there, you can drag the current addres visited to the windows desktop, which automatically creates a file * .url pointing to the direction from which came to be dragged, obviously. It is not nice? sometimes quite useful. Well, it happens that no longer happens. Carefully did a picture to show my conflict, but I do not see here how to import one. Can you right click > new > shortcut and copy/paste the link in Windows? It's been a while since I've used it but that may suit until the feature's (re)enabled.
¿Puedes hacer clic derecho > Nuevo > Acceso directo y copiar / pegar la conexión en Windows? Ha sido un tiempo desde que he utilizado pero que puede adaptarse hasta de la función de (re) activar.
Err... jaja mi espanole es muy malo. Mi nessito un translator.
