Is there some magic place where we are guaranteed to get release notes for the latest stable version before installing it?

Desktop Team blog is the best place to know what have changed in a new release.

If there isn't a blog entry for some release, maybe it's because there's nothing relevant to be said.

I think the underlying cause is the race to bump up the version number. They can't keep up with their own releases. The same thing happens with Firefox. The download file is there ahead of the release notes. Also I don't really like the auto-update in Opera when you hit About Opera. It should pop up a dialog "This is what is new. Do you want to update?" Instead of just shoving it on. It seems all part of the "we know what is best for you so just automatically update and keep quiet" atmosphere lately.

Maybe the release notes should say "changed: version number." and that's it.

There should at least be a list of items updated or fixed. Something like:

          • Fixed bug that caused crash when user did XYZ
          • GUI improvements
          • Added blah-blah functionality

Also there should be a link in plain view, like on the Download page

Usually there is the extended changelog as a list version and the most important changes/fixes/features are highlighted on the post.

              What post?

Just MHO... It would help if there was a link to that post on the Download pg so it's easy to find for new users & people who aren't "in the know" (for ex, OP & me). A while back I spent a long time looking for it & never found the right place. I know I'm not totally stupid 馃槢

Sure, it's "hidden" since the changelogs are just in the Opera blog and there is no mention to announce about that in the download page.

The blog and the posts on Opera Desktop Team blog.

There are blogs also for OMini and other services.

Is this what you are looking for? It has always been up to date when I checked although I am obviously not monitoring it continuously.

That is the version list, and as said by LeoCg in another post, you have to change the version number in the address bar to check other versions.

The changelog url was leaked in the blog for the 881 release:
                          https://blogs.opera.com/desktop/changelog-for-45/

As you can see, it has the notes for the new .888 release.
Now and again some info leaks through the cracks. 馃檪

Edit: Autoupdate kicked back in but when relaunching it did not restore the session. (Did it ever? I don't remember.)
