The setting "block sites from running flash" when checked, seems to always revert to "click to play" after a restart.

Btw, vpn not working as of 20170522

win7 opera version 45.0.2552.812 (PGO)

As answered many times before, turning on VPN or Turbo also turns on 'click to play'

About VPN issue, there some topics to discuss about it already.
