      It is my understanding that I should be able to open a vector file that I recently downloaded using the Opera browser. However, I am unable to understand exactly how to do that. Would someone please help me with step by step instructions?

          Svg vector graphics files employ XML text files, and as such can contain peculiar or incorrect usage of XML code expressions that can sometimes confuse particular viewers.

          If the svg file-type is "registered" into Windows, it should open within the default program thereby associated with the file type (assuming the file's code is fully compatible with that viewer), by double-clicking on the file name. A variety of programs can establish themselves as default for the svg file type upon installation or by manual setting in the OS:

          • Most popular browsers (Opera, Firefox, Maxthon, Safari, IE above 8, Edge, etc)
          • Gimp
          • Paint Shop Pro
          • Pdf Creator
          • Visual Studio
          • Adobe Flash
          • MS Visio 2016
          • Corel Draw
          • Serif DrawPlus
          • Sdraw (part of LibreOffice)

          If no program is associated with the svg file-type in Windows, you should get a pop-up asking what program to use in opening it. If that pop-up doesn't occur when double-clicking an svg file that refuses to open, then there may be a default program associated with the file type which is having compatibility problems opening that particular svg file's XML coding.

          There are also some online converter programs that will convert a small svg file-type to some other type: png, pdf, jpg, gif, etc.

            BY THE WAY:

            A standard programmto open and edit svg-files is inkscape.
