Display freezes every few seconds

Description: When Opera is open I noticed video playback freeze about every three seconds. I then noticed mouse scrolling does the same and even typing. Basically the entire display freezes every three seconds, like it's dropping frames. I have tried closing all tabs, disabling all extensions, and deleting the Last Session and Current Session files. Nothing has helped.
Steps to reproduce: It only happens when Opera is open.
Actual result: as described.
Expected result: smooth scrolling and full display refresh, as per all other applications.
OS: Windows 10 Home 64-bit (up-to-date)
Opera Version: 42.0.2393.94

Nope. I also tried setting my RAM overclocking back to default; no difference there either.
