I just got a new laptop. How do I sync my speed dial from my desk top to my new laptop. I am signed in a and my bookmarks synced. Thanks

Bookmarks > other speed dials

Copy the speed dials you want to 'speed dial' folder.

Bookmarks Manager > Other Speed Dials. Just copy them over to your speed dial.

Okay, I see "other speed dial" folder. How do I copy contents of speed dial to "other speed dial" DO I have to do it one folder at a time?

You don't copy to that folder, you copy from it. Your other speed dials from your other PCs should be inside it.
