I don`t exactly know what are you looking for because IPTV is too general.(https://en.wikipedia.org/wiki/IPTV)
Please provide more details.

I've a SmartTv Sony w/ Opera store... could I install a IPTV as KODI or another IPTV player?? OTT player is basic

Opera Tv Store not allowed for the user to install any apps. You may only use this application which are already published on your device.
