How can i access the protocol manager in opera 29?

Opera uses your Windows settings. So, if you open a file from the Opera downloads page, it will simply use whatever program Windows has set for that file type to open it.

Yes, I see that on Windows categorization, but was the unique post about that.
I am a new Opera's user (31.0). But the protocol manager missing makes me sick. I try for hours to change the simple application attached with a specific protocol 'tg' (telegram) on my Opera at my Linux and nothing... I search crazily for some text entry to change on sources ~/.config/opera, but it's hard. I don't find any entry of "(tg) | (telegram)" for do this changes easily human, so much binaries...
Don't have a 'human' method to change my protocol's apps default? That it's really annoying.

This isn't the Linux message board. This is the Windows message board. Again, Opera uses whatever protocol manager your OS has. You don't change the protocols in Opera, you change them in your OS. Also, you will probably get better support if you post on a forum using your native language.

Post in the correct forum with your version of Linux and your prefered desktop environment and we may be able to answer you. I personally know how to change defaults in KDE, but I'm certain we have lots of users of Unity, GNOME, etc. to help in other environments.

Installed telegram extension over opera. Then, next to authorize button appears another one saying "continue with browser extension". That helped me with the rest of the setup.
