Are you downloading an installer from https://www.opera.com? Do you use any VPN or antivirus software? Are you able to take a screenshot or video of this problem?

Based on the information you provided, it looks like you are using a 32-bit version of Windows. Unfortunately, Opera Air only supports 64-bit versions of Windows.

@Slightly-Salty Just use Firefox.
I migrated the majority of my things over, and only use Opera for very specific needs that Firefox can't manage without Workspaces (Or an equivalent feature).
If you don't need that, then FF is a lot easier to use, and more customizable in the way you're asking for.
