In both Chrome and Opera, goto the URL chrome://password-manager/settings. In Chrome, export your passwords to a CSV file. In Opera, import that CSV file.

Opera can't offer VPN on certain places simply because it will not work, since it's blocked.

Another thing you can try is to temporarily create a new user account, log into it and installing Opera there just to test if it works to test if the issue is limited to just your user account or not.
