@leocg I realised what was causing me the problem. I used to have an Opera GX widget on home screen. It does not remember the last open tab from previous session when it's opened from the widget. Same goes for standard Opera app. It cannot be open via widget shortcut. The app has to be run from the normal app shortcut in order to retain the last open tab. Hope that helps somebody.
