Download Opera browser with:
Start Button then Control Panel Then under the heading Security You should see Flash Player click on Flash Player.
Look for Updates tab "choose never check for updates". that way if you installed previous version or you have done a system restore taking you back to a time when flash worked then it wont try to auto update.
I am having the same issues with Opera and the flash version 23.0.0.162 did system restore takes me back to previous flash 22.0.0.209. all seems fine on the 22 version. Make sure you don't have it set to auto update to the latest version though, otherwise it will re-install 23.0.0.162.
There has been an opera update and its fixed the Theme problem I had. Thanks Opera 
Thanks Lando242, I checked out the link and tried some of the suggestions but to no avail. Themes still not displaying. Not to worry I can live with the lack of Themes. It may start to work at a later date, some update etc..

Yep seems you have the same issue then. I have tried several Themes as well as default. None works! I to have tried a reinstall of Opera, still the same. Hopefully those at Opera might be aware of this and offer some advice if they come across our posts.
I have just installed Opera's latest version on my old Windows Desktop pc Vista 32bit
But I cannot get the chosen Theme to display on the Start Page. It just displays white instead of a chosen
Theme. Even default Themes won't work.
Any ideas please.
