Twitter had changed their browser sniffing last year so that phones that are not able to run modern Mobile Twitter (not the Twitter apps) are forced to the log-in/register screen. Since Opera Mini is still using the Presto engine, it cannot run modern Mobile Twitter, so Twitter requires you to get an account/login to do stuff on classic Mobile Twitter.
You'll have to contact Twitter staff and tell them of this problem.
