@smajira The website is in one of the old 8-bit Windows encodings rather than UTF but someone posted in UTF anyway. Non-ASCII characters (in this case, smart quotes) require several bytes in UTF, but Windows encoding reads each byte as a separate character. (I see this often on Slashdot.)
