This problem showing that your phone may be slow or need to update the application.
If you one or more application facing the same problems then must be your phone slow then free some memory.
If your phone does not slow then need to update the application then it smoothly works.
One more suggestion you can reset the default settings of your application.

If notifications are not coming then do the following.
1.Open setting then content then notification then allow as per requirements.
2. Reset the default settings in the setting tab.
3. Update the system.
4.Dowoload the latest version of opera.

1. Make sure your internet connection is not poor.
   2.Check your date and time.
   3.Update the Opera if possible.
   4.Reset the Opera.
   5.Disable the proxy server.

Opera 74.0.3904.0 developer update is an interesting update it changes the UI which is more attractive than previous I suggest everyone use this update but the problem is mostly theme is dark please update some light theme
